To remove an old vinyl sign take a hair dryer or heat gun and heat one letter at a time and peel off. For any glue residue that is left use glue begone or similar product.
To remove a painted sign take some oven cleaner and apply and let stand for a half hour then scrap off with a plastic scraper and repeat if necessary.
